Village Manager 

The Village Manager serves as the chief administrative officer of the Village of Holly and serves at the pleasure of the elected Village Council. The Village Manager administers and coordinates various functions of Village government as stated in the Village Charter and supplemented by policies established by the Village Council.

Administers the day-to-day operations and policies of the Village.

Determines and ensures that employees are aware of the Village objectives and are performing their functions toward accomplishing these objectives.

Conducts staff meetings; encourages supervisory leaders to pursue self-development in their respective fields of expertise.

Assists in preparation of the annual budget with the Clerk/Treasurer; advises Village Council regarding Village’s financial condition including status of major projects and programs.

Prepares periodic and special reports concerning activities of municipal government.

Attends and participates in Council meetings, including presenting special studies and reports requested by the Council or on own initiative.

Represents the village in intergovernmental relationships with neighboring townships and cities.

Attends and participates in professional meetings to keep abreast of current developments in municipal government.

Delivers speeches and presentations to lay and professional groups on Village Government.

Performs special projects as directed by the Council.

Performs a wide variety of relative administrative and executive duties and responsibilities.

Hires and supervises the Village’s staff.

Jerry Walker has een employed in local government for over 30 years. He came to Holly in October 2010 as Interim Village Manager and accepted the full time position as Village Manager in March of 2011. Prior to Holly, he was employed in the City of Walled Lake, Michigan for nearly 29 years serving in the positions of police officer, detective, sergeant, police chief, fire chief, public safety director and for 5-years in the dual role of City Manager/Director of Public Safety.  After retirement from Walled Lake Jerry served as President of the Traffic Improvement Association of Oakland County, Lake Orion Police Officer and as an Adjunct Instructor for ITT teaching criminal justice along with local government courses which he still does today.  A funny fact is Jerry worked for the Village of Holly in 1978-1980 as a police reserve officer right out of high school before leaving to work for the City of Walled Lake, so he has come full-circle in employment.

Jerry received his Master of Liberal Studies degree from Eastern Michigan University. He received his under graduate degree in Criminal Justice from Madonna College and an associate’s degree from Oakland Community College.
